Nigeria needs to put climate change high\u00a0on our agenda<\/strong>\u00a0once the immediate crisis has passed. And we should rapidly scale up support to various States with\u00a0policy advice, financial resources, and a\u00a0 platform for joint action<\/strong>.<\/span><\/p>\n

Policymakers across the globe are\u00a0rightly focusing on protecting public health, stabilizing economies, and helping those whose livelihoods are at stake<\/strong>.\u00a0\u00a0But if recovery from the crisis is to be sustainable<\/strong>\u2014if our world is to become more resilient\u2014we must do everything in our power to promote a \u201cgreen recovery<\/strong><\/span><\/p>\n

.Let me\u00a0 emphasizing that the time to act, especially with lower oil prices, <\/strong>The\u00a0decisions we take now will shape economies and the global system for decades<\/strong>.<\/span><\/p>\n

We all collectively\u00a0 must,\u00a0 set a high bar<\/strong>\u00a0that should galvanize action across\u00a0 three tiers of Government both at Federal level, State and local government<\/span><\/p>\n

Green hydrogen is a beacon of hope in the energy transition, both as a carbon-free fuel for industry and transportation, and as a key raw material for the chemical industry, the pandemic is expected to cause the\u00a0largest reduction<\/a>\u00a0in annual CO2 emissions ever recorded, with factories shuttered and mobility greatly reduced. Calls for a \u201cgreen recovery\u201d, our plan must focus not only on supporting corona-virus recovery, but also \u201cinvesting in our future\u201d via the\u00a0European Green Deal<\/a>, which the commission says should become a \u201cjob-creating engine\u201d. Even as\u00a0emissions rebound<\/a>\u00a0as countries take tentative steps towards normality, the longer-term\u00a0shape of the recovery<\/a>\u00a0remains in the hands of policymakers, who will decide which industries deserve taxpayer support rather than the reduction in emissions this year \u2013 which will have a\u00a0negligible impact<\/a>\u00a0on atmospheric CO2 levels and warming \u2013 it is this longer-term trajectory that matters most.<\/span><\/p>\n

Stimulus measures\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/span><\/p>\n

Governments are also reaching for a range of tax and regulatory levers in their efforts to stimulate the economy, whether\u00a0lifting restrictions<\/a>\u00a0on renewable capacity, re-balancing\u00a0car tax incentives<\/a>, giving\u00a0tax relief to oil firms<\/a>\u00a0or\u00a0moving to ease<\/a>\u00a0other\u00a0envir<\/a>o<\/a>nmental rules<\/a>\u00a0in\u00a0the name of<\/a>\u00a0stimulus.<\/span><\/p>\n

Globally, government stimulate had already reached \u201c$15tn and counting\u201d by early May, according to\u00a0Reuters<\/a>. In early June,\u00a0Bloomberg<\/a>\u00a0put the total at $12tn, of which it said less than 0.2% had been targeted towards climate priorities,In many countries, governments are now looking towards recovery as the pandemic\u2019s first wave slowly recedes, with plans for economic stimulus worth\u00a0dollars, yet as economies pick up pace, emissions are\u00a0beginning<\/a>\u00a0to\u00a0reb<\/a>o<\/a>und<\/a>. And huge stimulus plans will have consequences for CO2 emissions, even if they do not explicitly target climate change.<\/span><\/p>\n

Carbon Brief must tracking the measures proposed, agreed and implemented by major economies around the world. The tracker will be updated over time and will include stimulus measures that have a direct bearing on climate change or energy<\/span><\/p>\n

The IMF recent suggestions for ways in which countries can \u201cgreen the recovery.\u201d Let me highlight\u00a0some key priorities<\/strong>.<\/span><\/p>\n

First\u2014develop a new, ambitious, medium-term climate plan<\/strong>\u00a0for the\u00a0UN Climate Change Conference next year. The EU is in the vanguard here by setting ambitious targets in the\u00a0Green Deal<\/strong>.<\/span><\/p>\n

Second\u2014use public support wisely, for example: Green investment<\/strong>\u00a0could be prioritized\u2014in fact, the IMF estimates that transitioning to a low-carbon<\/strong> world requires\u00a0$2.3 trillion<\/strong>\u00a0in clean energy investment each year.<\/span><\/p>\n

[ii] Financial lifelines to carbon-intensive companies, could be conditional on\u00a0commitments to reduce carbon emissions<\/strong>.<\/span><\/p>\n

Third\u2014put the right price on carbon<\/strong>. This would\u00a0direct new investment toward low carbon technologies<\/strong>\u00a0and contribute to now-enhanced revenue needs. Existing carbon taxes and emissions trading schemes are not strong enough to change behavior as needed\u2014the average price they impose on carbon is only\u00a0$2<\/strong>\u00a0per ton, but measures equivalent to a global carbon price of at least\u00a0$75<\/strong>\u00a0per ton by 2030 will be needed to keep global warming under 2 degrees Celsius.<\/span><\/p>\n

Fourth\u2014promote green finance<\/strong>.\u00a0Targeted guarantees<\/strong>\u00a0can mobilize\u00a0private finance<\/strong>\u00a0for green investment. Banks receiving public support could be mandated to better disclose\u00a0climate risks<\/strong>\u00a0in their lending and investment portfolios. And we need to find better ways of\u00a0pricing in climate risk\u2014IMF analysis<\/strong><\/span><\/p>\n

[iii]<\/strong>\u00a0underscores that climate-related disasters have so far had little effect on equity markets.\u00a0<\/span><\/p>\n

Fifth\u2014promote a just transition.\u00a0<\/strong>\u00a0That means assisting\u00a0vulnerable households, workers, regions, and trade-exposed or fuel producing firms.\u00a0<\/strong>And using carbon pricing revenues in broad tax reductions or public investments that\u00a0boost growth and benefit all households<\/strong>.\u00a0<\/span><\/p>\n

Sixth\u2014coordinate with others.\u00a0<\/strong>\u00a0To stabilize the climate system, we need to\u00a0go well beyond the Paris Accord<\/strong>. One way to do this, as we proposed in our Fiscal Monitor published last October<\/span><\/p>\n

,[iv] is to complement the Paris commitments with a\u00a0carbon price floor arrangement among major stakeholders.<\/strong>\u00a0One way or the other, we strongly believe that\u00a0all countries need to work together<\/strong>\u00a0to scale up global mitigation in an equitable and effective manner.<\/span><\/p>\n
